桐安综合物流园区功能规划研究

　　摘 要

　　物流园区作为物流业发展到一定阶段时的新兴物流组织方式，对地区经济有明显的带动和促进作用。基于互联网的新兴技术的广泛应用，物流园区开始向自动化、信息化、透明化、智能化方向发展，另外，物流园区发展还受到国家政策的支持，“一带一路”、“长经济带”和京津冀协同发展等重大国家战略的实施，必将引发物流格局的大调整，地方政府的支持也为物流园区的建设和发展提供了非常便利的条件。本文在对桐安经济环境、交通环境和产业环境分析的基础上，结合物流量预测结果，对桐安综合物流园区的功能规划进行了研究，为该园区建设提出可行建议。

　　本文在对国内外物流园区的功能定位、物流量需求预测和物流园区规划的相关文献梳理和总结的基础上，对相关理论和概念进行了介绍，然后按照物流园区规划的程序，对物流园区进行规划，主要分为以下方面：首先，通过对桐安近几年的经济和社会发展环境、政府政策、交通运输发展以及产业发展情况的分析，明确了桐安综合物流园区建设的必要性；其次，通过大量的数据分析，运用灰色预测法和趋势平均法对桐安的工业物流、农副产品物流和商贸品物流进行了需求预测，并将预测结果作为确定园区功能定位、功能布局规划的依据；接着，根据预测结果对物流园区进行功能定位和功能布局，将物流园区分为一个信息平台和物流商务区、碱硝化工和农产品以及商贸品等的作业区加仓储区、市场交易区、多式联运区、集散配载区、综合配套服务区等六个功能区；最后对物流园区的信息平台和园区运营进行了规划分析，并对园区的建设提出了相关建议。

　　作为国家经济支柱型产业，政府一直重视支持物流园区的发展。2013 年 9 月，我国首个物流园区专项规划—《全国物流园区发展规划》正式被颁布；2014 年 9 月，国务院出台了物流业发展中长期规划，并将“物流园区项目”纳入 12 个重点项目；2015 年5 月，政府相关部门联合发布了《关于开展物流园区示范工作的通知》。交通部将物流园区视为重点支持项目，并鼓励建设依赖港口、机场和大型铁路枢纽站的现代化物流园区。从地方政府角度看，天津、重庆、河南、湖南等省区出台了物流业发展三年行动计划；江苏、河南等省进行了省级示范物流园区的评定工作。建设和发展物流园区成为各级政府推动物流业发展的重要途径。

　　在政府推动作用下，各类资本普遍看好物流园区。大型银行将物流项目作为银行的重点开发对象，为其设置专门的部门和人员；一些外资基金组织联合房地产开发商已经建立了中国物流基金，用于发展物流基础设施；大型投资企业、国际保险巨头等通过股权投资方式进入了物流地产领域；国内电子商务、房地产和物流等企业积极投资物流园区相关项目；外资企业寻求中资、国资合作，新一轮产业兼并重组趋势到来。

　　桐安政府结合其所在的地理优势和产业优势，积极响应国家政策，提出着力打造“智慧服务”产业体系，着力发展和促进现代物流、现代贸易等服务业的未来发展。依托县(区)现有基础，结合各自优势，争取在每个重点服务行业培育出一个智慧服务产业示范推广集聚区。
