3 结语。
较之国外图书馆项目管理而言，国内图书馆界项目管理和战略规划起步较晚，在形式上对图书馆愿景、使命和价值观的陈述不明确，这是国内战略管理萌芽期的普遍现状。缺乏管理科学等理论环境的支撑，国内图书馆学会也没有像 ALA一样持续提供项目管理方法指南和实践指导，因而国内图书馆实施项目管理走的是“摸着石头过河”的创新之路。国内图书馆界对于项目管理的理论研究和实践在不断地成熟和发展，学习和应用项目管理理论来推动和促进图书馆管理体制的改革、推进图书馆事业的发展，是一项具有实际意义的行动。尽管图书馆项目管理的一些理论和方法还存在不足，但是这些不足却丝毫不能掩盖它的生机与活力。
