摘 要
伴随着经济的迅速发展,环境问题对全球的影响越来越大,成为世界上所有的国家、个人所面临的重大问题。日趋严重的环境污染以及资源浪费现象成为制约人类的发展的主要问题,从我国的实际情况看, 我国人口众多, 资源相对贫乏, 生态环境脆弱。在资源存量和环境承载力两个方面都己经不起传统经济形式下高强度的资源消耗和环境污染。如果继续走传统经济发展之路, 沿用“三高”(高消耗, 高能耗, 高污染) 的粗放型模式, 以末端处理为环境保护的主要手段那么只能阻碍我国进入真正现代化的速度。从长期角度来看, 良性的循环应自发展阶段起就要开始形成, 才能得到更迅速的发展。由于我国现有的消费体系现在还处于形成阶段, 通过走循环经济之路去建立一个环境与资源都是低消耗的社会体系,成为我国经济发展模式的重要选择。
循环经济作为一种新型发展模式,以减少资源能源消耗、提高经济效益、降低环境负荷为目标,是促进“社会-经济-环境”协调发展和可持续发展的基本方式,符合生态文明理念的客观要求,是实现生态文明的重要形式。在美、德、法、日等一些经济发达国家得到快速发展, 取得了巨大成就。党的十八大报告明确提出, 我们要走、技术含量高、能够保护生态环境并且消耗资源低、污染环境少的新型工业化路子。可以确定的是, 在不久的未来, 循环经济将成为一种新的发展模式, 将极大的促进我国经济社会全面、协凋、可持续发展。最近,我国雾霾问题严重污染环境、污水到处横流,环境遭到严重污染,许多“铬大米”、 PM2.5 、“癌症村”等的严重污染闻事件接连不断。由于我国资源有限而且人口多,人均淡水资源仅达到世界人均的1/4;人均耕地不足世界平均水平2/5,面积仅为1.43亩;人均森林面积仅有1.9亩,仅为世界人均占有量的1/5;高达四十多种矿产资源人均占有量不足世界平均水平的一半,形势非常的严峻。可以说,不论是在能源资源供给能力还是生态环境承载能力,还是从温室气体环境容量以及今后发展趋势等方面来看,我国都不能继续通过这种粗放型增长推进实现现代化。循环经济通过采取维持生态平衡、保护环境模式且是一种闭环流动的经济形式,其最终结果是实现经济社会的可持续发展。在循环经济中, 资源-产品一再资源的反馈式流程方式,改变了传统的单一线性流程,实现了再使用、减量化然后再循环的原则,即“3R”为原则。通过用此种发展方式极大地缓解了日趋严重的资源短缺、生态破坏、环境污染等问题与发展之间的严重矛盾,有效促进经济发展的可持续本研究在查阅国内外相关文献,以及对循环经济发展模式研究的基础上,通过比较循环经济模式与传统经济模式,国内外循环经济发展的现状以及国内外循环经济发展模式等异同点,对我国发展循环经济的政策进行了深入研究。结合山东省济宁市发展循环经济的模式并针对我国循环经济模式的特点,指出了在生态文明视角下,循环经济政策特点与原理机制,从而进一步探讨了循环经济模式对城市可持续发展的作用, 认为循环经济是实现可持续发展经济的必然途径, 论证了循环经济模式与可持续发展在实现过程上的共同性,分析了我国发展循环经济的实践, 并结合实际提出了我国发展循环经济的具体措施的建议。

Abstract
With the rapid development of the economy, the impact of environmental issues onthe global growing, becoming a major issue for all countries in the world, individuals arefacing. Increasingly serious environmental pollution and waste of resources as a majorproblem restricting the development of mankind, from China's actual situation, China'slarge population, relatively poor resources, a fragile ecological environment. In theresource stock and environmental carrying capacity has two aspects can not afford thetraditional economic forms of resource consumption and environmental pollution and highstrength. If we continue to follow the traditional path of economic development, follow thethree highs (high consumption, high energy consumption, high pollution) extensivemodel to deal with the end of the primary means of protecting the environment then onlyhinder China's entry into the real speed of modernization. From a long-term perspective,the virtuous cycle should begin from the development stage since the formation in order toobtain more rapid development. Because of our existing consumer system is still in theformative stages, by taking the road of circular economy to build an environment andresources are low consumption of social system has become an important choice ofeconomic development mode.
As a new cycle of economic development mode, in order to reduce the resources andenergy consumption, improve economic efficiency and reduce environmental impact as thegoal is to promote the fundamental way “Social - Environment - Economy” coordinatedand sustainable development, in line with the objective concept of ecological civilizationrequirements, is an important form of realization of ecological civilization. In the UnitedStates, Germany, France, Japan and some other developed countries, rapid economicdevelopment, has made great achievements. The party's 18 report made it clear that we go,high technology, capable of protecting the environment and low resource consumption,less environmental pollution of new industrialization road. What is certain is that in thenear future, the circular economy will become a new model of development, will greatlypromote our economic and social comprehensive, co-withered, and sustainabledevelopment. Recently, the problem of haze caused serious environmental pollution,sewage everywhere, cross-flow, the environment has been polluted, many of the “chromerice”, PM2.5, “cancer villages” and other serious pollution incident after another smell.
Because of limited resources and a large population, the per capita freshwater resources per capita reached only a quarter of the world; arable land per capita less than 2/5 of the worldaverage, with an area of only 1.43 acres; per capita forest area is 1.9 acres, only the worldper capita consumption 1/5; up to 40 kinds of mineral resources per capita is less than halfthe world average, the situation is very grim.
In this study, review relevant literature, as well as recycling economy developmentmodel, based on the study by comparing the circular economy model and the traditionaleconomic model, the status quo at home and abroad as well as development of circulareconomy and other domestic and international recycling economy development modelsimilarities and differences on China development of circular economy policy has beenstudied. Jining City, Shandong Province mode combined with the development of circulareconomy and the characteristics of China's circular economy, pointing out that under theperspective of ecological civilization, the cycle characteristics and principles of economicpolicy mechanisms to further explore the role of circular economy model of sustainableurban development, think of recycling economy is the only way to achieve sustainableeconomic development, demonstrates the circular economy and sustainable development inthe implementation process of Commons, the practice of analyzing the development ofrecycling economy, combined with the actual development of circular economy putforward specific the proposed measures.
