　　2. 3自然环境污染是有机农业发展的一大挑战
　　
　　环境污染是有机农业发展的一大障碍。据新华社报道，我国水污染严重，全国90%的地下水遭受了不同程度的污染，其中60%污染严重，重金属污染、持久性有机物污染很难被传统水处理工艺消灭。不仅如此，土壤污染也令人堪忧，国土资源部统计表明，中国耕种土地面积的10%以上已受重金属污染。另外，空气质量问题也严重影响着有机农业区域发展的选择。克服水、土壤、空气污染等不利环境的影响，满足有机食品的生产条件，是发展有机农业必须解决的第一大挑战。
　　
　　2. 4国家政策支持力度不够不利于有机农业发展
　　
　　近年来，生态文明被作为一种国家战略提上日程，国家发展农业决心和力度在近十几年的中央1号文件中得到了最好的体现。但是，有机农业在与常规农业的竞争中仍处于劣势。我国在政策上没有针对有机农业的专门补贴，财政支持主要由各省自行解决，实际的资助额度很难评定，而且往往也只是认证费用、初期建设投资，缺乏长期、稳定的支持[45].
　　
　　3 我国有机农业发展对策
　　
　　我国有机农业要获得长足的发展，就要加强对有机农业的理论研究，使人们对有机农业有一个本质认识，而非仅仅是建立在食品安全问题的担忧上。
　　
　　逐步完善有机农业生产标准中生产过程的相关规定，加强生产材料来源、使用量的控制和监管。逐步完善我国有机产品国家标准，为增加国际互认度奠定基础。
　　
　　针对有机农业发展中的生产技术难题，要增加有机科研的资金投入，增加科技转化力，加强技术支持。强化农民的法律意识，增加对有机农业从业人员的培训，重点培养一批更专业化、高素质的有机农业生产带头人，推广有机农业生产技术的应用、实施。
　　
　　大力支持和推动有机农产品深加工，发展规模产业化经营，将成为我国有机农业今后的发展方向。国家重点扶持一批科技含量高、市场前景广、能够扩大出口和提高农副产品深加工水平的有机食品工业项目，对有机农业发展及农民增收有着十分重要的意义。
　　
　　扩大宣传渠道，建立有机农业公共信息平台，从根本上转变消费者对有机农业的观念，提高大众对有机农产品的接受度。增加国内外有机农户的生产合作，提高有机农产品认证互认度，扩大国外有机市场规模。在国内有机农产品市场打造特色品牌增强市场竞争力。全国各地区结合自身特点发展休闲观光型有机农场或社区支持型有机农场等具有地方特色的 有 机 农 业 发 展 模 式，拓 展 有 机 农 业 销 售 渠道[48].
　　
　　整顿国内有机认证机构乱象，加强对有机认证机构的管理，重视有机农业生产过程的监督，提高有机农业生产全过程的透明度及认证过程的规范化。同时，强化有机认证标签的规范使用，增加市场抽查力度，杜绝标签信息不明、不全的有机产品在市场流通，提高消费者信任度。分析国内各地有机农业实际状况，逐步推进具有中国特色的参与式保障体系的建立，完善第三方认证的不足，促进有机农业稳定发展。
　　
　　欧盟在有机农业政策框架下制定了范围广泛的有机农业补贴，包括转换期补贴、维持补贴、认证补贴、农业环境补贴，在较短时间内迅速推动了有机农业发展[49].我国可以借鉴欧盟补贴政策增加有机农业专项补贴，消减有机农业转换期、生产、认证过程中的高风险和高成本，加强补贴落实监管，推动有机农业的快速、稳步发展。
