  摘 要

  在全球文化事业伴随经济飞速发展的今天,作为国际贸易不可分割的文化贸易,逐渐成为各个国家经济上的新增长点,世界各个国家之间的竞争焦点由原来1到各国政府的重视与支持。而与文化贸易相应的政策和环境对其发展至关重要。

  我国自上世纪八十年代开始,就特别重视本国文化产品和服务走向世界的问题。然而由于文化产业起步晚,总体实力较弱等原因,与文化贸易发达国家仍存在较大差距。总体上,中国对外文化贸易发展迅速,但我国是货物出口大国,却不是文化出口大国,在世界文化贸易市场仅得到较少的份额,大多处于逆差状态。

  2014 年 3 月国务院颁布了《关于加快发展对外文化贸易的意见》国发〔2014〕13 号文件,对全国对外文化贸易工作做出了全局性部署,这是新时期文化发展的需要,是中华文明走向世界的需要,也是提高开放型经济水平的需要。因此结合相应的政策措施,研究促进对外文化贸易发展的突破口,打破当前的困境,改变目前现状,达到更好发展中国对外文化贸易的目的。

  本文首先概述了国际文化贸易的相关概念,梳理了我国文化贸易政策的发展轨迹,并分析了新政策环境对我国发展对外文化贸易的意义。在对当前中国对外文化贸易现状分析的基础上,通过 SWOT 模型对新政策环境下发展我国文化贸易出口所具有的优势包括文化底蕴深厚,文化资源优势明显,巨大的国外市场;劣势包括:文化产业基础薄弱,文化产品缺乏创新并且没有自主品牌,文化产品输出渠道狭窄,国际化经营水平滞后,数据统计体系不完善,从事文化贸易的专业人才少;机遇包括:经济背景良好,日渐增强的中华文化国际影响力以及对外文化交流平台的不断创新;威胁是自由化贸易规则不利于中国发展对外贸易,文化折扣消减了文化产品影响力和国际竞争对手强劲。

  最后提出基于新政策环境下的促进我国对外文化贸易的发展建议,包括加强对外文化贸易的品牌建设;构建文化创新体系,提高创新效率;促进专业化,提升文化企业自身发展能力;打造立体营销,推动文化产品出口;另外还应培养更多地国际化文化贸易人才,同时加大教育投入,旨在提高全民文化水平,为进一步发展文化贸易打下坚实基础。

  Abstract

  With the rapid development of today's global economy, international culturaltrade as an indispensable part of the international trade, has become a new economicgrowth point in each country, the focus of competition between the various countriesof the world from the original military, economic and other hard power conversioncompetitive international cultural soft power, therefore more and more attention andsupport have been given from governments. The related policies and environment ofculture trade is essential for their development.

  Since the beginning of the eighties of the last century, China has been veryconcerned about the cultural products and services to “go out” issue. However, due tothe late start of cultural industries, the overall strength of the weak and other reasons,there are still large gaps with developed countries on culture trade. Overall, the rapiddevelopment of China's international trade in culture, but only small market share ofthe world's cultural trade, and there is a serious deficit, this image does not match withour largest trading nation. In March 2014 the State Council promulgated the “speed upthe development of foreign trade and cultural views,” Guo Fa [2014] No. 13, whichmake a whole arrangement on international culture trade, this is the new era ofdevelopment of cultural industries, promote Chinese culture going to enhance openeconomy important initiatives. Therefore, the appropriate combination of policymeasures to find the impact of China's foreign trade development of culture in orderto determine the reasons for the breakthrough point, to break the current difficulties,to change the current situation, in order to have a better future of China's culture tradedevelopment.

  This paper provides an overview of the concepts of international cultural trade,combing the development track of China's cultural trade policy, and analyzes thesignificance of the new policy environment for the development of China's foreigncultural trade. Based on the current situation of Chinese foreign trade and culturalanalysis, SWOT model through the development of China's cultural exports are theadvantages and disadvantages of the new policy environment, threats andopportunities facing a detailed analysis, pointed out that the development of China'sexports of cultural has the following advantages: a rich cultural resources, a hugedomestic and foreign markets; disadvantages are: cultural foundation is weak, andthere is lack of cultural products of independent brands, cultural products outputchannel is narrow, international management level lags, statistics system is imperfect,less engaged in cultural trade professionals; threat is liberalization of trade rulesagainst China, culture discounts and international competitors, while at the same time,our country also has opportunities for the development of foreign trade in culture:

  good domestic economic background, the enhanced international influence of Chineseculture, and innovation of international cultural platform.

  Finally, give proposals and put forward to promote the culture of China's foreigntrade in the new policy environment, including strengthening the Brand building oninternational culture trade; creating a culture innovation system, improving theefficiency of innovation; promoting specialization, enhance the cultural developmentof their own ability; to create three-dimensional marketing and promoting culturalexports; should also train more talents of international cultural trade, while increasinginvestment in education, aimed at raising the cultural level of the people, and lay asolid foundation for the further development of cultural trade.
