  中 文 摘 要

  在我国社会体育活动中,非营利体育组织是非常重要的表现形式,1995 年中国通过了首部《体育法》,此后又颁布了《全民健身计划纲要》,随之而来的是一系列体育法规和规章。国民体质与全民健身越来越受到国家的重视,在这种情况下,全民健身以非营利体育组织为新支点在我国迅速展开。本文运用文献资料法、问卷调查法、实地参与观察法、数据统计法通过对扎兰屯 22 个体育协会和单项体育俱乐部运行状况与运行机制进行深入研究,通过调查研究得出以下结论:

  扎兰屯市非营利体育组织运行机制包控制机制、动力机制、激励机制、保障机制、整合机制。扎兰屯市共有非营利体育组织 22个,以体育协会为组织形式,在体育总会的领导下进行各项活动,在册会员共计 2835 人。协会类型较为全面,可以基本满足扎兰屯市市民对健身项目的需求。扎兰屯市隶属内蒙古自治区却没有少数民族特色运动的体育协会,扎兰屯市 22 个体育协会都有自己的章程,但大部分的章程都是一定不易,组织机构不够完善,离退休人员居多,在职人员局少,30 岁以下会员所占比例很小。扎兰屯市22 个协会中 60 岁以上会员所占比重较大,协会呈老龄化。高中(中专)文化程度以下所占比例较大,文化程度较低。

  扎兰屯市非营利体育组织资金匮乏,资金主要来源为协会会员自筹,扎兰屯市共有健身场地 208 块,各类场地比较健全。在所有的健身场地中,学校教学场地所占比例非常大,扎兰屯市没有市级体育馆以及大型的室内活动中心,可供各体育协会会员健身的场地屈指可数扎兰屯市 22 个体育协会中发展好的协会与发展不好两极分化严重,有些协会在冬季没有任何活动。

  扎兰屯市有 45 万城市人口,各级社会体育指导为员 265 人,社会体育指导员与城市人口比例为 1:1250,而 1/1250 的社会体育指导员的比例明显较低,健身者、体育协会会员无法达到这样的夙愿。

  笔者建议如下:

  1、推动依法行政,转变政府职能。

  2、少数民族传统体育项目协会、传统体育项目协会、新兴体育项目协会共同发展

    3、构建民主科学的组织管理机构是保障组织运行发展的必要基础

    4、加大各协会宣传力度,提高各体育协会知名度。

  5、以人为本,以全民健身为本。

  6、注重对社会体育指导员的培养与分配

  7、加大对非营利体育组织资金投入,扶持非营利体育组织运行走上正轨

  8、运用行政干预手段解决扎兰屯市非营利体育组织场地匮乏问题

  9、宣传科学健身的方式方法,引导会员科学健身意识

  10、动力机制、整合机制、激励机制、控制机制、保障机制五位一体,确保扎兰屯市非营利体育组织稳定运行关

  ABSTRACT

  In the social sports activities in China, non-profit sportsorganizations is the form of expression is very important, thedevelopment of nonprofit sports organization plays a vital role in thedevelopment offitness, Chinese 1995 passed the first “sports law”,followed by national fitness program outline“ the promulgation, thenpromulgated a series of sports laws and regulations. The nationalphysique and fitness more and more national attention, in this case,the national fitness to nonprofit sports organization for new fulcrumin the rapid expansion in china. This article utilizes the literaturematerial law, the questionnaire survey method, field method ofparticipant observation on the basis of researching the operationstatus of Zhalantun 22 sports associations and individual sports clubsand operation mechanism,through research the following conclusions:

  The operation mechanism of non-profit sports organizations thepacket controlmechanism,dynamic mechanism, incentive mechanism,security mechanism, integration mechanism of non - Zhalantun City,Zhalantun City, a total of nonprofit sports organization 22, withSports Association for the organization form, carry out activities inSports Federation under the leadership of a total of 2835 people, inthe book of membership. Association types is comprehensive, canbasically meet the citizens of Zhalantun City fitness needs of theproject. Zhalantun City, the Inner Mongolia Autonomous Region hasno minority characteristics of Sports Association, 22 SportsAssociation of Zhalantun city has its own constitution, but most of thearticles of association are unchangeable, the organization is notperfect, mostly retirees, on-the-job personnel administration,members under the age of 30 the proportion is very small. 22Association of Zhalantun city in 60 years old of above membershipaccounted for a larger proportion, the association is ageing. Highschool (secondary) culture degree accounts for a larger proportion,low education level.

  Zhalantun City nonprofit sports organizations lack of funds, themain source of funds for them embers of the association of self, atotal of Zhalantun City Fitness venue 208, every site is relativelysound. In all of the fitness facilities, school teaching venues verylarge proportion, Zhalantun Municipal Stadium and no large indooractivities center, association and development for various sportsassociation members fitness venues can be counted on one's fingers of22 Zhalantun sports associations in the development of good and badserious polarization, some association no activities in winter.

  The city of Zhalantun has 450000 city population, all levels ofsocial sports guidance for staff of 265 people, the social sportsinstructors and the city population ratio is 1:1250, while the 1/1250 ofthe social sports instructors was significantly lower, fitness, SportsAssociation member cannot achieve such a long cherished wish.Ipropose the following:

  1. to promote administration according to law, the transformationof government functions.

  2. traditional ethnic sports, Traditional Sports Association, theassociation of new sports association and common development

  3. the construction of management organization of science anddemocracy is the necessary basis for security operation anddevelopment

  4. strengthen the association propaganda, improve the visibilityof sports association.

  5. people-oriented, based on the national fitness.

  6. pay attention to the cultivation and distribution of socialsports instructor

    7. increase the nonprofit sports organization capital investment,support the operation of non-profit sports organizations on the righttrack

    8. the use of administrative intervention measure to solve theproblem of non profitorganization in Zhalantun city sports venueslackMethod
