大数据下档案管理发展研究结论与参考文献
摘 要
大数据时代的到来冲击着整个世界，变革着人们的生活、工作和思维方式。大数据时代的到来对档案管理工作也产生了很大的冲击和影响，是对档案部门的档案管理能力和水平的全新考验。大数据时代下档案管理模式变化的研究，有利于保护各类档案文化资源，优化档案业务流程，挖掘档案增值信息，加强档案管理机构的职能建设，达到促进档案事业发展的目的。
在理清大数据相关概念的基础上，本文对国内外相关研究文献进行归纳和总结，了解和分析目前学术界对大数据时代下档案管理研究的重点内容，提出本文研究的主要内容。
大数据时代档案管理模式的变化主要包括档案管理理论体系、档案数据资源体系、档案利用服务体系、档案安全保密体系和档案行政管理体系等五个方面的变化。档案管理理论的变化主要是出现大数据观、大档案观、大服务观和大平台四个新理念；档案数据资源的变化主要是档案数据的来源更广、内容更丰富、收集方式多样；档案利用服务的变化主要是档案服务对象、内容、方式和目的的变化；档案安全保密的变化主要是档案保管条件、应急管理、技术手段、长期保存和信息安全的变化；档案行政管理体系的变化主要是档案部门行政职能、业务指导、行政执法以及合作方式的变化。
为科学应对大数据时代档案管理模式的变化，寻求大数据时代档案管理的有效路径，需要从拓宽档案资源的收集类别、完善档案资源的建设主体、改变档案资源采集方式和科学整合档案资源来加强档案资源聚集，建立覆盖人民群众的档案数据资源体系；从加速档案资源开放进程、创新服务理念和开拓服务途径来创新服务内容，健全方便人民群众的档案利用服务体系；从物理防护、人防战略和技术防御来实施三位一体的防护手段，建立确保档案安全保密的档案安全体系；从转变行政职能、强化行政执法水平、提高业务指导水平和加强与社会合作来强化档案行政机构的行政能力，建立为民务实高效的档案行政管理体系。

Abstract
Not only people's live style, work and thinking way are changing under theaffection of the big data era brings to the whole world, but also the work of archivesmanagement. The big data brings new challenges to the capacity and level of thearchives department. The research on the changes of archives management modeunder the big data era is conducive to protect all kinds of cultural resources ofarchives, optimize archives business process, excavate archives value-addedinformation, strengthen the archives management institutions function constructionand achieve the purpose of promote the development of archives causes.
Based on clarifying the related concepts of the big data, this paper summarizedrelevant literature at home and abroad, analyzed the current academic circles focusingon the content of archives management of the big data era, then put forward the maincontents of this paper.
The changes of the archives management mode under the big date era mainlyreflect on five aspects: the archives management theory system, the archives resourcessystem, the archives utilization service system, the archives security system and thearchives administration system. Changes in archives management theory reflect onappearing big data view, big archives view, big service view and big platform.Changes in archives resources reflect on more extensive origin, richer content andvarious ways of collection. Changes in archives utilization service reflect on theservice target, content, method and purpose. Changes in archives security reflect onstorage conditions, emergency management, technology means, long-termpreservation and information security. Changes in archives administration reflect onarchives department's administrative functions, operational guidance, administrativelaw enforcement as well as cooperation method.
To deal with the changes of the big data era brings to the archives managementmode, it's necessary to seek effective ways to manage archives from broadening thecollection category, improving the main construction, changing the acquisition modeand integrating resources to strengthen archives resources aggregation, establisharchives resources system for covering the masses of the people. Accelerating theprocess of resources, opening service idea and developing the service ways in order toinnovate service content, perfect service system for convenience of the people. Weshould implement three-in-one protection method to ensure the security andconfidentiality of the archives, which including physical protection, civil air defenseand technology strategy. The archives department also need to transformadministrative function, intensify administrative law enforcement, improveoperational guidance level and strengthen cooperation with the community to enhancearchives administration executive ability for establish the pragmatic and efficientarchives administration system.
