　　中 文 摘 要

　　中华民国成立时，教育总长蔡元培在教育部设社会教育司，标志着社会教育制度开始在我国确立。民国政府颁布一系列法令条例促进社会教育的发展。1924 年，绥远特别区推行中央政令，积极发展社会教育。本文主要从社会教育背景、概况、典型的社会教育事业、社会教育的成效及原因来研究绥远的社会教育。社会教育机关包括学校式社会教育机关和社会式社会教育机关。绥远的社会教育事业主要有民众学校、民众教育馆、图书馆、国术馆和公共体育场等。由于受政局变动和经费的影响，绥远省社会教育成效不大。

　　本文主要分为四部分。第一部分主要从国民政府颁布的有关社会教育的条令和绥远政府推进社会教育颁布的章程两方面加以介绍。第二部分阐述了绥远社会教育的概况，主要从社会教育机关、经费、教职员以及学生或参观者四方面加以论述。第三部分阐述了民国时期社会教育的主要事业，如民众教育馆、图书馆和公共体育场等。第四部分论述了民国时期社会教育成效及原因。

　　ABSTRACT

　　The Republic of China was established, Minister of education CaiYuanpei set up community education department of social education, marksthe social education system began to establish in China. The government ofthe Republic of China issued a series of laws and regulations to promote thedevelopment of social education. In 1929, Suiyuan special district respondedto the call of the government, actively promote social education. This articlemainly from the social educational background, overview, typical socialeducation, social education and the effectiveness of the reasons to study socialeducation Suiyuan.The social education institutions including school socialeducation authorities and social education institutions. The public school, themass education Museum, library, martial arts and public stadium has mainlySuiyuan society education Suiyuan social education includes public schools,public education museum library, museum and public stadium.Because of thechange of political situation and the funds, the effectiveness of socialeducation in Suiyuan has little success.

　　This paper is divided into four parts. The first part of social educationmainly from the national government promulgated the regulations andgovernment to promote social education Suiyuan two promulgated regulationto be introduced. The second part describes the general situation of the socialeducation, mainly from the social and educational institutions, funds, teachingstaff and students or visitors in four areas discussed. The third part expoundsthe main cause of social education in the Republic of China, such as thepublic education museum, library and public stadium. The fourth partdiscusses the social education effect and causes in the period of the Republicof china.
