中国村社综合合作社建设探究

摘 要

　　自 2007 年《合作社法》颁布后，合作社蓬勃发展，但是按单一农产品建立的专业生产合作社规模小、功能窄、作用有限，专业合作社质量良莠不齐。再加之一些合作社是为了合作社而合作社，“假合作社”、“空壳社”随处可见。我国专业合作社的先天不足后天畸形，急切需要我们发展符合我国国情的、适合我国乡土民情的村社综合合作社。

　　村社综合合作社是以农村社区为边界，建立在专业合作基础上的以金融合作为核心的合作社形式。发展合作金融为农村的发展注入活力。发展村社综合合作社不再是满足于单一的经济目的，而是在政治、经济、文化和社会全方位的满足农民的安居乐业，享受生活。不只是农业的增产、农民的增收，更是农民精神面貌的改变和农村精神文明的提高。

　　本文大致分为五个部分：第一部分是对合作社国内外研究现状进行梳理；第二部分是村社综合合作社生长机理的理论基础；第三部分是我国综合合作社生长机理的实证分析，结合典型案例进行分析；第四部分是分析了目前综合合作社发展面临的问题；第五部分是对发展综合合作社的政策建议。本文运用文献分析法、案例分析法和多学科研究相结合的方法，创新之处在于将合作社的发展寓于我国小农村社整体环境中，试图找到合作经济理论与我国农村现实的结合点，寻找我国合作经济组织的发展之路。

Abstract

　　Since the law of farmers’cooperative enacted in 2007,the cooperative has been booming,but the co-operative, established according to the single agricultural products,often has the character of small scale、narrow, limited function,the quality of the professional cooperatives is not the same. And some cooperatives created are not for real cooperation.We can see fake co-operatives everywhere.Because of these reasons,we need urgently to develop the comprehensive cooperatives, suitable for local people in our country rural.

　　Village comprehensive cooperatives is a form of cooperatives:a rural community is been as boundary, based on professional cooperatives,and the core is cooperative financial.We can make our rural more dynamic through the cooperative financial .The development of cooperative finance in rural. is no longer satisfied with single economy, also in the political,economic, cultural and social all-round to meet the need of farmers to live and work,to enjoy the life.Not only the improvement of agricultural production and farmers’income, but also the change of peasants' mental and the improvement of rural spiritual civilization.

　　There are five parts in this paper:The first part describe the cooperative research status at home and abroad; The second part is the basis of theory about growth nechanism of village comprehensive cooperative; The third part is empirical analysis of the comprehensive cooperative growth mechanism in our country, combined with the typical case; The fourth part is the problems,which the current comprehensive cooperative are faced with; The fifth part is the suggestion of development about comprehensive cooperative. In this paper, using literature analysis, case analysis and the combination of multidisciplinary research methods,the innovation is to make the development of cooperatives in the base of the overall environment about the small rural communities,try to find the integration point of cooperative economic theory and the reality of China's rural,search a development path of Chinese cooperative economic organizations.
