某住宅开发项目现场质量管理困境探究

  摘 要
  

  改革开放以来,我国居民住宅商品化不断深入,日益深化的住宅商品化不断改变着人们对住宅的认知。商品房这种以市场价格进行交换的时代到来,意味着广大人民对住宅进行了大量的投资,其对住宅质量的关注程度与过去的福利分房不可同日而语,其对住宅的质量要求将愈来愈高。
  
  随着住宅商品化进程的不断深入,住宅建筑工程质量管理也发生了很大的变化,工程质量管理实现了飞跃式的发展,政府主管部门基本退出了任务式工程管控,实行监理制度,制订了相应的法律法规、操作规范、验收标准。住宅开发模式发展为:开发商(建筑投资方)向政府买地,负责住宅销售和开发建设,监理单位负责工程各方面的监督管理,各施工单位负责工程施工建设及质保维修,各参见单位分别承担应有的责任。其中,在工程交工时,开发商(建筑投资方)需要为工程完工后出现的质量问题组织协调,严重的负责赔偿损失等,监理单位实行监督管理,各参建单位按“谁设计谁负责,谁施工谁负责”的原则承担责任,优良的工程质量成为企业生存的基石,提高工程的质量,满足人民对房屋质量的需求,赢得市场的认可,成为企业的研究课题之一。
  
  本文以 X 房地产开发公司在某住宅开发项目质量管理为例,对项目所遇到的问题进行了总结反思,并结合项目质量改进的过程进行了介绍,事实证明,该项目通过对质量的改进,持续地减少各种质量问题的发生,提高产品竞争力,减少投诉,回避不必要的索赔,获得了业主良好的口碑,赢得了市场,受到了政府各级部门的好评,提高了企业的知名度,也使企业获得了良好的经济效益。
  
  本文对项目的质量管理研究及取得的成果进行了详细的介绍,研究的成果内容可以给同行业的企业和管理人员提供相应的参考和帮助,对于类似的开发项目具有一定的理论研究价值和现实的指导意义。

  Abstract
  
  Since the reform and opening up to the outside world, the deepening of ourresidential commercialization, the deepening of the housing commercializationchanging people's perception of residential. such commercial housing on the marketprice of exchange of the arrival of the era, which means the majority of people onhousing for the large amount of investment, the extent of its attention to theresidential quality and past welfare housing distribution cannot be mentioned in thesame breath, and to the quality of residential requirements will be getting higher andhigher.
  
  Along with the continuous deepening of the residential commercializationprocess, residential construction quality management has also undergone a greatchange, project quality management realize the leap forward development, thecompetent department of the government basically out of the task type projectmanagement, supervision system, formulate the corresponding laws and regulations,standardize the operation, acceptance criteria. The development of residentialdevelopment model: developers (construction investment) to buy land to thegovernment, responsible for the sales and residential development and construction,supervision unit is responsible for the supervision and management of all aspects ofthe project, the construction unit responsible for the construction and maintenancewarranty, see each unit should bear the responsibility. which, in the completion of theproject, developers (building the need for the completion of the project investment)after the quality problems of organization and coordination, serious responsible forcompensation for losses, the implementation of the supervision and management ofsupervision units, all participating units according to the “who who is responsible,who works and who is responsible for” the principle of responsibility, excellentengineering quality become the cornerstone for the survival of the enterprise, toimprove the project quality to meet the people's demand on the quality of housing,win the market recognition, become one of enterprise research topics.
  
  The X real estate development company in a residential development projectquality management as an example, the project encountered problems were summaryand reflection, and combined with the project quality improvement process areintroduced and proved. The project through the improvement of quality, continue toreduce the occurrence of all kinds of quality problems, and improve thecompetitiveness of products, reduce the number of complaints, avoid unnecessaryclaim the owners good reputation, to win the market, praised by governmentdepartments at all levels, improve the visibility of the enterprise, also causes theenterprise to obtain the good economic benefits.
  
  The achievements made on the project quality management research wasintroduced in detail, the research achievements can provide corresponding referenceand help to the same industry enterprises and the management staff, for similardevelopment projects has certain theoretical research value value and practicalguiding significance.
