摘 要
英国有着悠久的科学历史和传统，1663 年成立首个科学共同体即英国皇家学会，标榜“科学不可干预社会生活”,认为只有从合理的实验中推断出来的真理才可放之四海，科学家的自律更是共同体内约定俗成的传统。
然而随着时代发展，科学技术现已成为第一生产力，资本主义经济下的市场规则正无形渗透到科学活动中，功利色彩、技术使用不当等使得研究不再像以前那般纯粹，科研不端行为时有发生。这不仅影响到相关科学共同体发展，还损坏国家在世界中的学术声誉，基于此，英国各级机构纷纷出台管理文本。
本研究以英国科研不端行为治理的文本为主体，采用文献法和个案分析法，既从宏观上阶段性研究英国治理科研不端行为的文本状况，透析阶段特点与走向，又从微观上对典型文本范例进行深入分析，客观介绍文本价值，对于完善中国科研不端治理文本，应对科研不端行为挑战，解决现存主要问题，具有极为重要的理论和现实意义。主要包括以下几部分的研究内容：
第一部分阐述英国治理科研不端行为文本发展状况。通过查阅相关文献，对英国治理科研不端行为所出台的文本做出分析，纵观英国科研不端行为治理历程，以时间变迁为主线，将条例发展过程分为分散期、整合期和国际化时期三个阶段，解析并汇总每一阶段科研不端行为治理文本特色，透视英国科研不端治理的历史与现状。
第二部分以英国科研不端行为的治理文本为研究视角，以其高校、英国研究理事会为个案研究主体，在分析高校、英国研究理事会治理文本的基础上，解析文本出台背景、内容、保障性措施、利益相关者以及实践价值。其中，英国高校以牛津大学、剑桥大学、帝国理工大学、华威大学、曼彻斯特大学为例。
第三部分针对上述个案的分析，从继续扩大治理文本的颁发主体、健全内容的可操作性、建设保障性文本体系、满足各利益相关者的利益诉求、公布文本的实践价值等几个方面论述对我国完善科研不端行为防范对策的借鉴。

Abstract
Britain has a long history and tradition of science. Founded in 1663 the first scientificcommunity that is the Royal Society, called for “science can't interfere in social life”, thatonly reasonable inference from the truth out before the experiment fits, scientistsself-discipline is more common in vivo convention tradition.
However, with the times,science and technology has become the first first productivity, the rules of the capitalistmarket economy are invisible to penetrate into scientific activities, utilitarian, improper use oftechnology allows researchers no longer be as pure as before, scientific misconduct hasoccurred. This not only affect the development of the relevant scientific community, but alsodamage the country's reputation in the academia, based on this, the Britain administration atall levels have introduced text.
