摘 要
一直以来财政性资金都是我国的基础设施建设和公共服务建设资金的主要来源，但是近年来由于地方债务危机的爆发，政府不得不寻找其他有效的融资模式来解决危机，因此一直发展缓慢、忽冷忽热的 PPP 模式被提上了议事日程。所谓 PPP 模式就是政府与社会资本合作以解决政府和企业的双重资金困境，使政府与企业达到“双赢”的局面。
本文从 PPP 模式在我国的发展背景出发，详述了目前我国 PPP 模式的发展情况以及政府对 PPP 模式的重视程度。在这样的背景下，普邦园林股份有限公司作为第一个引入 PPP 模式的园林企业，将 PPP 模式应用到白马湖森林公园项目中。本文就其具体的融资方式进行了详细的说明，并从不同的角度对项目应用其他融资模式（债务性融资和权益性融资）的优劣势与 PPP 融资模式进行了比较分析，从中挖掘出 PPP 融资模式的优势以及仍然存在的问题，最后针对这些问题提出了一些改进的意见和建议。
PPP 融资的热潮已经开始且会持续，但越是发展的如火如荼的事业越会显现出漏洞和缺陷，我国的 PPP 融资模式还有待完善，需要从各个方面寻找缺陷、弥补漏洞，加快 PPP 体系的建设。

ABSTRACT
Has long been a fiscal fund is the major source of construction fund for our country'sinfrastructure and public service, but in recent years because of the local debt crisis, thegovernment had to find other effective financing model to solve the crisis, so the PPP modelwhich has been slowly developed is on the agenda now. The so-called PPP model is thegovernment and social capital cooperation in order to solve the double money woes ofgovernment and enterprises, so that the government and enterprises both achieve “win-win”situation.
In this paper, starting from the development background of the PPP model in our country,the current development circumstance of the PPP model and the government's emphasis onthe PPP model are detailed discussed. In this context, PuBang garden co., LTD., as the firstintroduction of PPP model garden enterprise, applies the PPP model to the white horse lakeforest park project. In this paper, there is a detailed description for the specific way offinancing. And then, in order to dig out the advantages and problems of PPP model, therecomes to a comparison between the PPP financing model and other financing models （debtfinancing and equity financing） which applies for the project, from different angles. Finally,put forward some opinions and suggestions for improvement.
The PPP financing upsurge has begun and will continue, but the enterprise which is infull swing will be revealed more loopholes and defects, the PPP financing model in ourcountry remains to be perfect, we need to look for the defects and make up for the loopholes,and accelerate the construction of PPP system.
