吉林省农村人力资源开发体系建设研究

  摘 要

  怎样才能迅速的发展我国的农村经济,这一直都是我国比较注重的项目之一,十七大之后,国家着重的提到了一定要把“三农”的问题解决,关系到我国建设小康社会的大局,一定要将这项问题看重,并且为城乡的发展进行相关规划,促使新型农村的建设。“在我国党中央十六届五中全会上也提到了关于社会主义新型农村建设的问题,这同时也是我国在历史发展的进程中一项重大任务。纵观我国现阶段的经济状况发展讲,要正视在农村的现代化和产业的发展潮流,也体现了国家需要大量的具有高技能和高素质人才。因此,我国大力的推行农村人力资源开发现已成为在建设社会主义新型农村建设中的必经之路,唯有在人力资源方面开发水平的提升,才能有效的为建设提供有效的相关配置资源,促使农村经济的迅速发展,以我国建设全面型的小康社会为宏伟目标,最后通过我国人力资源开发为基础,得以实现。在我国的东北地区,农业大省当属吉林省,因此必须要牢牢的抓住机会,把构建社会主义新型农村当做人力资源开发的核心思想,以提升农村人力资源的科学素养,对农民进行文化、技术的方面的培训,社会主义新型农村当中的新型农民,通过这一举措,不仅可以促使农村劳动力向城市的转移,还能够加快城市化的进程,并且使党给出的目标和战略可以更好的实现,为建设东北地区吉林省的长远战略带来了一定的促进作用和指导思想。

  本论文对吉林省农村人力资源开发策略探究,主要是以对吉林省人力资源结构的分析和目前人力资源开发的现状以及存在的相关问题,探索出开发吉林省农村人力资源的策略。其中,本文着重讨论了吉林省农村人力资源开发的环境分析、吉林省农村人力资源以及关于吉林省农村人力资源开发的相关具体策略。首先前两章介绍了一些相关的选题背景以及理论知识作为本文的理论前提,在对关于吉林省的人力资源开发所处的环境进行分析,不但从吉林省的发展角度和针对人力资源的需求以及吉林省的农村人力资源开发的主要目标进行了系统的分析;其次,在吉林省农村人力资源开发的现状分析当中,一是以人力资源结构的分析为核心,分别介绍了自然结构、社会结构、经济结构的主要态势,二是通过分析吉林省农村人力资源的进展,延伸到了身体、科学、文化等素质的相关方面,三是经过分析,发现了在吉林省农村人力资源开发当中,存在了一些比如农民在对人力资源开发方面的积极性不高,实效性不强等问题。通过以上的分析最后分析了因为吉林省农村人力资源开发的不恰当所造成的影响,包括给吉林省的农村带来发展的滞后性;阻碍了农业生产的正常发展;严重的制约了农村的生活水平等等。

  在文章的最后,为了使农村人力资源开发得以快速的发展,以及推进我国的农村经济发展,具体的提出一些具有针对性的开发策略,增强农村人员的整体素质,以提高他们的科学文化素养;加快农村劳动力的转移;促进农村信息化方面的建设,使农村在人力资源开发项目上科学、进步的发展,此外还需要增加农村人力资本建设的投资和和相关制度的改革。总之,吉林省农村人力资源开发目前是国家比较关注的一个举措,为确保农村经济的快速发展,有些举措势在必行。

  Abstract

  How to accelerate the development of rural economy, has long been the party and thecountry attaches great importance to the problems, the report of the 17th nationalcongress explicitly put forward ”settle well problems of agriculture, countryside andfarmers, on the overall construction of well-off society in an all-round way, mustalways as the top priority of the party work, the overall urban and rural development,promoting the construction of new socialist countryside.“ The CPC central committeeon the fifth plenary session of the 16th also explicitly put forward the construction ofnew socialist countryside is a great historical task in the process of our modernizationconstruction. And from the point of contemporary economic and social developmentsituation, facing the new century rural modernization and the development trend ofagricultural industrialization, need more high skill, high quality of the rural talent,therefore, the rural human resources development has become a necessary way tobuild a new socialist countryside in China, only to raise the level of rural humanresources development, in order to fully tap and effective development and optimizingthe allocation of rural human resources, to promote the rapid development of ruraleconomy, finally realize the comprehensive construction affluent society's ambitions.

  Jilin province as an agricultural province in central, northeast area must seize theopportunity, in the construction of new socialist countryside as the guiding ideology,positive and effective development of rural human resources, improve the quality ofrural human resources, develop culture and understand technology, will operate a newtype of farmers. The move, can not only quicken the transfer of rural labor force totowns, accelerate the pace of urbanization, but also to better implement the eleventhfive-year plan of Jilin province rural economy and agricultural development strategictarget and the revitalization of northeast old industrial base of strong to guide andimprove the long-term strategy.

  This thesis of jilin province countryside human resources development strategyresearch, mainly through the analysis of jilin province human resources structure,human resources development present situation and existing problem analysis,explore the development of rural human resources in jilin province. Among them, thepaper focuses on the analysis of rural human resources development of jilin province,jilin province rural human resources, and specific strategies regarding jilin ruralhuman resources development. First two zhang money has some relevant selectedtopic background and some theoretical knowledge as the foundation, in jilin provincerural human resources development and environmental analysis, not only from theperspective of jilin province's economic and social development, human resourcesdemand, also for jilin province rural human resources development and the main goalof the system is analyzed. Throughthe above analysis in the final analysis because of jilin province rural humanresources development caused by the improper influence, including brings to the jilinprovince rural development lag; Hindered the normal development of agriculturesound field; Serious restricted the rural living standards, and so on. At the end of thearticle, in order to improve the rural human resources development of jilin province,to promote the development of rural economy in our country put forward somespecific strategies, improve the whole quality of the rural workers, to improve theirscientific literacy; To speed up the transfer of rural labor force; Promoting ruralinformatization construction, make the rural human resources development projects,the progress of scientific development, and also need to increase the rural humancapital investment and the related system and reform of the construction of the. All inall, jilin rural human resources development is currently the country is a move, inorder to ensure the rapid development of rural economy, some measures is imperative.
