摘 要
20 世纪以来，雾霾污染日趋严重，从侧面反映了我国过去 30 年的发展所积累下来的一系列问题，尤其是产业结构的不合理，过于倚重重化工业的产业结构导致如今的产能过剩和雾霾污染，当然，在工业化推进城市化的过程中，没有及时建立良好的城市规划体系，也是造成目前很多大城市交通拥堵和雾霾污染的重要原因；论文着眼于雾霾污染这一问题展开分析，主要探究雾霾污染与我国目前产业结构，能源消费之间的联系，过去很多人把雾霾污染归咎于天气因素，但是归根结底，这是一种经济因素，是因为经济因素的影响导致了目前的雾霾污染，从而根据这一问题的分析结果来提出相应的雾霾污染治理的经济学对策。
文章在对国内外对于雾霾污染以及大气污染治理的研究加以总结和概括的基础上，结合我国的 2001-2010 年间各省份 PM2.5浓度的实际情况来进行研究，文章首先利用图表对我国雾霾污染的现状及分布进行了分析，然后利用负外部性理论来探讨在雾霾污染中企业所扮演的角色，进而提出使用科斯定理来加以矫正；随后，详述了雾霾污染与产业结构、能源消费、FDI 的联系，以及 EKC 曲线理论；最后，利用 SDM 模型针对我国雾霾污染与产业结构、能源消费之间的关系进行了实证检验，结果显示，我国雾霾污染确实与其存在较强的相关性，且不同地区影响不同，在 EKC 曲线构建方面，得出我国并不存在雾霾污染与人均 GDP之间的倒“U”型关系，反而是正“U”型关系，并进一步分析得出我国东中西部三个大区不同的雾霾污染影响因素，针对不同的影响因素，提出相应的对策。

Abstract
Since twentieth Century, the fog and haze pollution has become more and moreserious, from the side reflects the development of the past 30 years, China hasaccumulated a series of problems, Especially the irrational industrial structure, relytoo heavily on the heavy industry structure industry now lead to overcapacity andhaze pollution, Of course, in the process of industrialization to promote urbanization,not in a timely manner to establish a good system of urban planning, but also causedby the current many major urban traffic congestion and the important cause of hazepollution, In view of the present situation, we must pay attention to the construction ofecological civilization while promoting the development of regional economy. Thepaper focuses on the issue of haze pollution analysis, mainly to explore therelationship between haze pollution and China's current industrial structure, energyconsumption, In the past, many people blamed the fog and haze weather factors, butin the final analysis, this is an economic factor, because the impact of economicfactors led to the current haze pollution, According to the results of the analysis of theproblem to put forward the corresponding countermeasures of haze pollution control.
Based on the domestic and foreign research about the haze pollution and airpollution are summarized, combined with the actual situation of China during2001-2010 provinces to study the concentration of PM2.5; Firstly, using the chart ofhaze pollution in our country the status and distribution are analyzed, and then thenegative externality theory to explore the role played by enterprises in the hazepollution, then proposes to use the Coase Theorem to be corrected; Then, describesthe haze pollution and industrial structure, energy consumption, FDI, and EKC curvetheory; finally, using the SDM model according to the relation between China's hazepollution and industrial structure, the energy consumption of the empirical test resultsshow that the haze pollution in China and indeed there is a strong correlation, and theinfluence of different in different regions, in the construction of the EKC curve, thatChina does not exist between the haze pollution and per capita GDP inverted “U”
