摘要
测绘地理信息是国民经济建设和社会发展的一项前期性和基础性工作，在中国古代就被广泛用于各行各业，以其实用性、基础性、广泛性而被历代相传，在促进经济社会发展、引导政府科学决策以及改善国计民生等方面表现出越来越显着的作用。进入 21 世纪以来，测绘地理信息更是在工程建设、国防建设、政府决策、民众生活中发挥着重要的基础性作用，为各部门提供专业的地图数据、地理信息基础资料、实时位置信息等重要数据。在世界各国，测绘地理信息受关注程度越来越高，许多国家成立专门的测绘地理信息机构开展测绘地理信息工作，服务的领域不断拓宽。政府部门在推动测绘地理信息产业化发展方面其的作用越来越大，承担的职责越来越突出。随着十八大以来党中央“简政放权”的提出，测绘地理信息行业职能正在进行转变，由过去轻监理、轻管理和重审批转变成重监督、重服务和轻审批。与旧职能相比，测绘地理信息行业更加地需要进行科学监督。对测绘地理信息行业管理进行全面的分析，并研究出相应的政策措施，有利于测绘地理信息行业朝着更加全面和更加健康的方向发展。
为此，本文以宜春市为例，该市是江西省首个完成测绘地理信息局的更名和职能转变的地级市，其自主研发的“数字宜春”地理空间框架也获得过全国数字城市示范市的荣誉称号，主要从行政职能的转变、行业管理取得的成效与经验的剖析三个方面着手，对测绘地理信息行业需要建立明确的管理目标、理顺主管部门的体制机制、信息化管理手段升级、合理高效组织工作等方面进行了阐述，并提出以主管部门监管、行业协会辅助、资质单位自律的三元管理模式。通过对宜春市近几年来行政职能的转变、行业管理取得的成效与经验的剖析进行研究，认为应加大“放管服”改革力度，加快促进测绘地理信息事业转型升级，推进统一、标准、规范的地理信息公共服务平台，打破地理信息数据“孤岛丛生”现状，以期为打造测绘行业信息服务和发展提供科学依据和政策思路。

ABSTRACT
Mapping geographic information is an early and fundamental work for thenational economic construction and social development, it had been widely usedbecause of actually use, basic, widely in all walks of life in ancient China and isancient legend, It has played an increasingly prominent role in promoting economicand social development, guiding the government's scientific decision-making andimproving people's livelihood. Surveying and mapping geographic information in the21st century, especially in the engineering construction, national defense constructionand government decision-making, plays an important role on the people of the basiclife, also including provide specialized map data, basic geographic information data,real-time location information and other important data for each department. Incountries around the world, the geographical information of surveying and mapping isincreasingly concerned, and many countries have established specialized surveyingand mapping geographic information organizations to perform surveying andmapping geographic information work, and the fields of services have been widened.
The industrialization of surveying and mapping information becomes more and moreimportant with the help of the government departments. As The Eighteenth NationalCongress of the Communist Party of Chinaput forward “streamline administrationand delegate power to the lower levels”, surveying and mapping functions ofgeographic information industry is undergoing a transformation, light lightsupervision, management and review by the past turn into heavy supervision andservice, and light for examination and approval. Compared with old functions,surveying and mapping geo-information industry needs more scientific supervision.
The comprehensive analysis of the management of geographic information industryunder the view of public governance is beneficial to help the geographic informationindustry to develop a more comprehensive and healthy direction. This study wastaking Yichun city in Jiangxi Province as an example, this city was the first completename and function of geographic information bureau of surveying and mappingtransformation prefecture, as well as the independent research and development of“digital Yichun” geo-spatial framework also won the national title of honordemonstration of digital city, mainly introduce from the transformation ofadministrative function, industry management experience and results analysis of threeaspects, the management of surveying and mapping geographic information industryneed to establish clear goals, straighten out the systems and mechanisms, informationmanagement of the competent department of the upgrade, reasonable and efficientorganization, etc, and puts forward to the department in charge of supervision,auxiliary industry association, qualification unit self-discipline ternary managementmode. Through to the transformation of administrative function of Yichun city inrecent years, analyzes the effect and experience of the industry management research,that we should increase the pipe discharge clothing service reform, promote thetransformation and upgrading, promote the cause of surveying and mappinggeographic information unified, standard, geographic information public serviceplatform specification, breaking the geographical information data island with thestatus quo, in order to provide scientific basis and policy ideas for building surveyingand mapping industry information services and development.
