我国警察职业素质培养研究

　　摘 要

　　目前，面对新时期，我国警察的职能已经转变为了“以人为本”的公平正义执法者。对于一个国家来说，警察是保护公民权利、促进社会安定、和谐的重要支柱和力量。在市场经济发展迅速的今天，警察的职能也在逐渐进展和变化。现代警察并不属于暴力者、限制者或者控制者，而是我国人民的服务者、保护者。随着我国加入 WTO,市场经济发展速度非常快，信息全球化、金融全球化等时代背景，这些情况对我国警察的职业素质提出了最新的素质提升要求。因此，作者在对警察职业素质的内涵以及警察的职业特征阐述的基础上，结合现代经济背景环境，运用 Dematel 法阐述警察职业素质的影响因素。同时，分析了我国现代警察职业素质现状。通过社会角度、经济角度、人权角度以及科技角度，来阐述时代发展对警察职业素质的新要求。探寻我国警察职业素质存在的问题，并指出我国警察职业素质培养存在的偏误；其次，通过总结、比较与借鉴发达国家职业素质培养的经验，把握警察职业素质培养的时代特征。

　　最后，通过分析、梳理我国警察职业素质培养的历史，在次基础上， 提出培养我国现代警察职业素质的策略，包括重塑我国警察的稳定价值观、重构警察职业素质培养模式等具体对策。

　　具体地，本研究总共是六个章节。首先，第一章节为本研究的绪论章节，在这一章中作者主要对选题背景、研究意义，以及本文的研究方法、主要研究内容和创新点进行了详细的阐述；第二章为相关理论概述，在此章节中作者主要阐述了警察职业素质的含义理解，以及警察的素质特征、职业素质构成要素以及警察职业素质的培育模式，为本文的实践研究奠定了理论基础；在第三部分中，作者详细阐释了我国现代警察职业素质现状，并找到了我国现代警察的职业素质方面存在的问题；在第四部分中，作者根据现代警察职业素质的现状，基于 Dematel 方法对现代警察素质的影响因素进行分析，并得出综合评价。在第五部分中，作者提出了促进我国现代警察职业素质的提升路径和策略，旨在通过多样化的方式来提升我国警察的进一步发展；最后，在第六部分中作者对本研究进行了总结，也同时对未来的进一步研究进行了展望和规划。

　　Abstract

　　At present,in the face of the new era,our country the function of the police has turned tothe “people-oriented”the fairness and justice of law enforcers. The police is a nationalimportant force to protect citizens' rights,stable social order. In different periods, the functionof the police will happen corresponding change. Has not violence,limit,controllers,but ourcountry the server,the protector of the people. Along with our country joining the WTO,themarket economy development speed is very fast,information globalization, financialglobalization time background, all the police professional quality to our country puts forwardthe requirements of the new era. First,in the connotation of the professional quality ofpolicemen in China as well as the police professional characteristics on the basis ofthis,combined with the modern economic background environment,using Dematel method inthis paper,the influence factors of professional quality of policemen. At the same time,thepaper analyzes the status quo of modern police professional quality in China. Throughsocial,economic,human rights Angle and technological Angle,time development is describedin this paper to examine the new requirements of professional quality. Explore the problemof the police professional quality in our country,and points out that the professional qualityof police training in our country exist errors. Secondly, through the summary,comparisonand based on the experience of the developed countries professional quality training,to graspthe characteristics of The Times the police professional quality training. Finally,through theanalysis,carding the history of the professional quality of police training in our country, onthe basis of time, put forward to develop China's modern police professional qualitystrategy,including restoring the stability of the Chinese police values,reconstruct the policeprofessional quality training mode,etc. Concrete countermeasures.

　　In particular,this research is divided into six parts. The first part is the introduction ofthis study,the authors of this study are introduced in the introduction selected topicbackground, research significance, and research methods of this article,the main researchcontents and innovation points; The second chapter for the summary of relevant theories,inthis chapter the author discusses the connotation of the professional quality of police,thepolice professional characteristics,the components of the police professional quality andprofessional quality of police training mode,laid a theoretical basis for study of the practiceof this article. In the third part,the author detailed interpretation of the current situation ofChina's modern police professional quality,and found the our country modern policeprofessional quality problems. In the fourth part,the author according to the present situationof modern police professional quality based on the Dematel method to analyze the influencefactors of modern police quality,and comprehensive evaluation. In the fifth part,the authorput forward to promote our country modern police professional quality of ascension path andstrategy,through a variety of ways to promote the further development of China's police.

　　Finally,in the sixth part the author in this study are summarized,at the same time also isprospected for the future further research and planning.
