摘 要
随着经济的快速发展所带来的环境问题日益严峻，为了减少经济发展对环境的制约，新能源汽车的发展得到各国的广泛重视，各国为发展新能源汽车产业颁布了一系列政策措施。在我国，新能源汽车产业作为八大战略新兴产业之一，不管从国家层面还是地方层面颁布并实施了一系列产业政策，意在推动我国新能源汽车产业快速发展。本文通过梳理国内外相关文献发现对新能源汽车产业的研究多集中于现状以及政策对比分析，缺少对产业政策绩效评价的相关研究，然而政策实施的效果如何将直接影响新能源汽车产业发展速度。
本文的重点及创新点是从政策绩效的角度，结合产业政策绩效的相关理论，在探索产业政策如何影响产业发展路径时，结合研究组织创新价值时提出的环境----战略----资源----绩效（E--S--R-P）模型，认为基于现有环境的基础上，制定和实施相应的政策措施，进而产生不同的战略行为，匹配支撑各战略的资源，取得产业政策的实施效果，在绩效分析中本文从三个维度分析政策实施结果，即作业维度、经济维度和社会效应维度。在实证分析中，结合新能源汽车产业发展现状，依据规范分析设计新能源汽车产业政策评价指标体系，既有定量指标又有定性指标，从投入产出两方面四个准则层下进行分析，其中投入以政策投入为衡量指标，产出指标从效果、效率、效应角度分析，各准则层下均有四个指标层，运用层次分析法对新能源汽车产业政策绩效进行实证分析，得出新能源汽车产业的发展在很大程度上源于相关产业政策的投入，而在产出分析中经济维度的效率指标相对较低，即经济回报率较低，效果指标和社会、经济效应指标相对居中。根据层次分析法所得到的相关权重以及模糊数所确定的模糊矩阵，采用最大隶属度原则，得出综合评价结果。根据评价结果，得出优化产业绩效可以从新能源汽车产业人才队伍建设、基础设施建设、消费者购车引导、政策执行力度以及针对新能源汽车产业外部性等五个方面采取措施。
本文的主要内容共分为五个部分，第一部分阐述本文的研究背景及研究意义，整理了相关文献综述，介绍了文章的主要内容、可能的创新点以及本文的研究方法。第二部分是概念和理论基础，介绍了相关产业政策的理论基础，从外部性角度给出新能源产业的理论基础，探究了产业政策对新能源汽车产业发展路径的影响。第三部分是对新能源汽车产业发展的现状以及政策实施现状进行分析。第四部分是结合新能源汽车产业发展现状进行的实证分析，由于相关数据的不可获得性，本文采用层次-模糊分析法，得出对新能源汽车产业政策绩效的评价结果。
第五部分是政策建议希望通过本文的研究，能够拓宽对新能源汽车产业政策绩效的认识，有针对行的提出推动产业发展，提高产业竞争力的相关政策措施，为相关决策部门提供政策参考。

ABSTRACT
The environmental problem has become increasingly serious with the rapiddevelopment of economy. As a result, the development of new energy vehicles getsmore widespread attention from the world, which leads to a series of policies andmeasures of new energy vehicle industry being introduced throughout the world. As oneof the eight emerging strategic industries, the new energy automotive industry in Chinahas enacted and implemented a series of industrial policies so as to propel the rapiddevelopment of it. After having made the specific analysis of the domestic and foreignrelated literature, the researcher has found that the research of new energy automotiveindustry primarily centering on the current situation and policy analysis, lacking of therelated research on the performance evaluation of industrial policy,. However, how willthe policy be put into practice will directly have an influence on the effect ofdevelopment speed of new energy vehicles.
From the perspective of policy performance, this article analyzes literature reviewrelating to new-energy automobile industry. It combines related theory in industrialpolicy performance to explore how industrial policies affect industrial development path,and gives empirical analysis according to the current situation of the development ofnew energy automotive industry. The data about input-output is unavailable. Because ofit, the author conducts questionnaire surveys and consults relevant information. Andbased on it, it makes a reasonable evaluation on new-energy automobile industry policyby using Fuzzy Analytic Hierarchy Process.
I hope that this study can broaden the awareness about new-energy automobileindustry policy performance, which can put forward some relevant policies andmeasures to promote industrial development and improve industrial's competitiveness,and can provide policy reference for related decision-making departments.
