富士康新进员工的安全培训问题研究

  摘 要

  新进员工三级安全培训是企业实施日常安全培训工作的一个重要的不可避免的组成部分。切实有效的新进员工安全培训可以提升企业新进员工的安全意识和安全技能,最大程度的降低安全事故发生的概率,保证企业的正常、稳定发展。也正因为如此,国家相关法律法规有明确规定企业应当依法开展新进员工安全培训工作。在一定程度上讲,企业开展新进员工安全培训也是履行国家法律法规所规定其义务的体现。

  受企业行业性质、生产特点、经营规模等特点的影响,不同类型企业新进员工的三级安全培训内容、实施要点必然有所不同,这也决定了企业要开展新进员工安全培训时,并不能简单地生硬照搬其他企业的安全培训经验。因此,如何有效地开展新进员工三级安全培训,就成为企业日常安全管理的一个重要研究题目,特别是在当今国内众多企业新进员工三级安全培训工作实施不得要点、流于形式的现状下,这一研究题目更显得重要和紧迫。

  富士康科技集团顺应全球产业布局发展的需要,于 2010 年在郑州建立了郑州科技园,目前园区人数规模已达 20 多万。作为知名的全球的 500 强企业,富士康科技集团历来非常注重员工的安全培训工作,制定了明确的新进员工安全培训管理办法、集团内部讲师管理办法等管理制度,去保障员工安全培训工作的顺利实施。集团设立有中央人资部门和 IE 学院,全面负责集团员工的安全培训、技能培训、学历教育等各种培训工作,而新进员工的安全培训则占据了重要的部分;每个事业群、事业处都设有相对应的人资部门和工业安全部门,负责新进员工的车间级、班组级安全培训工作。整个培训工作虽然制度完善、流程固定、职责分明,但受限于集团规模太大,各级职能部门实际水平有限的限制,新进员工的安全培训工作依然存在较多问题。

  本文以郑州富士康塑料资源应用中心(以下简称为塑应中心)为例,通过分析其新进操作工上岗前三级安全培训规划、实施和考核等环节中存在的问题,结合人力资源管理相关理论和工作实践,提出了相应的改善措施,并对改善效果进行了评估,力求解决塑应中心新进操作工上岗前三级安全培训工作存在的不足,建立适宜于塑应中心的新进员工三级安全培训体系。

  本文通过以塑应中心为实际案例进行分析,阐明了企业新进员工三级安全培训应具备的流程、内容和方法等细节面的要求,旨在为其他企业建立合理高效的新进员工三级安全培训体系或改善新进员工安全培训工作指明方向并提供有效的参考价值。但并不能简单理解为本文的相关经验完全适用于其它企业,企业应根据其自身特点合理吸收有价值的外部信息,建立适合其自身的新进员工三级安全培训制度或体系。

  Abstract

  Three-level Safety Training for new employees is an important and inevitablecomponent for enterprise to implement the daily safety training. The effectiveThree-level Safety Training can enhance safety awareness and skill for newemployees greatly, minimizes the probability of safety accidents furthest, to ensurethe normal and stable development of enterprises. Also because of this, the relevantnational laws and regulations have clearly defined that enterprises should carry outsafety training for new staff in accordance with the law. To some extent, to carry outThree-level Safety Training for new employees is a reflection that the enterprises arewilling to fulfill their legal obligations.

  The content and key points of Three-level Safety Training for new employeesmust be different in different types of enterprises, affected by the nature of theindustry, the production characteristics of enterprises, the scale of operation, etc. Thisdetermines that enterprises could not copy others' experience simply when implementThree-level Safety Training for new employees. How to carry out the Three-levelSafety Training effectively becomes an important research topic of daily safetymanagement, especially in a present situation that many deficiencies are existedduring most enterprises implementing Three-level Safety Training for new employees,this research topic becomes more important and urgent.

  To meet the needs of the global development strategy, Foxconn TechnologyGroup established ZhengZhou Science Park in 2010,and at present, the number ofemployees has more than 200,000. As a well-known global top 500 enterprises,Foxconn Technology Group has always attached great importance to the safetytraining of employees, FOXCONN made a lot of detailed management norms, such asmanagement regulation of safety training for new employees, internal trainermanagement measures, to ensure the smooth implementation of employee safetytraining work. FOXCONN set up the central human resources departments and the IEInstitute responsible for all kinds of training for employees, and the safety training fornew employees occupy an important part. At the same time, each group, division areprovided with corresponding human resources and industrial safety agency toimplement safety training for new employees. Although the training work has aperfect system, fixed flow, clear responsibilities, but limited to the group size is toolarge ,the safety training for new employees still exist many problems.

  This article takes the Three-level Safety Training for new employees ofPlastics Resources Application Center of Zhengzhou Foxconn (hereinafter referred toas PRAC) as an example, by analyzing the problems existing in the links in planning,implement and evaluation of Three-level Safety Training for new employees,combining with human resource management relevant theory, putting forwardcorresponding improvement measures and assessing its improvement effect, aimingto solve the shortcomings and establishing a suitable Three-level Safety Trainingsystem for new employees of PRAC.

  Based on analyzing of PRAC, this article elucidate an effective Three-levelSafety Training for new employees should include the process, contents , methodsand other required detail, aiming to pointing out the direction how to improveThree-level Safety Training for new employees and providing effective referenceinformation for enterprise to establish a perfect Three-level Safety Training Systemfor new employees . But it could not simply be understood that the related experiencementioned in this article can also be applied in other enterprises. Enterprises shouldabsorb valuable external information and establish the Three-level Safety TrainingSystem in accord with its own characteristics.
