  摘 要

  随着经济的发展和居民收入水平的提高,河北省居民的精神文化消费需求日益增长,对文化消费条件尤其是公共文化消费条件的要求也日益提高。创造更好的公共文化消费条件成为政府和社会关注的焦点。近年来,河北省政府加大了公共文化基础设施及相关服务的投入和供给。公共文化服务在满足人们基本文化需求以及培育更高层次的文化需求方面起到了不可替代的作用,但是,公共文化服务供给不能满足需求的问题依然严重。

  为了更好地实现公共文化服务供给与需求的有效对接,扩大和引导居民的文化消费需求,助推经济发展和结构转型,有必要对河北省公共文化服务供给绩效评价进行研究,以发现其中所存在的问题,找到改进公共文化服务供给绩效的对策。

  本文首先根据公共物品最优提供理论、“政府失灵”理论、新公共管理理论和新公共服务理论,构建了研究的理论基础,然后通过分析评价的价值取向、内容、基本维度以及选取指标时应遵循的基本原则构建了公共文化服务供给绩效评价指标体系,接着在确定指标的标准值、评分方法和各类指标权重的基础上,采用综合评分法建立了评价模型。利用模型重点对河北省公共文化服务供给绩效进行分析,从政府投入、运作机制和发展规模的角度考察公共文化服务的供给状况,从公共文化需求偏好和公共文化服务满意度的角度考察居民公共文化服务需求,综合得到公共文化服务供给绩效水平以及供给低效的原因。研究发现:

  (1)公共文化服务供给方面,政府投入和发展规模呈增长趋势,但仍处于低水平,运行机制不完善,各地区公共文化服务供给水平不均衡。

  (2)公共文化服务需求方面,居民文化支出水平低,休闲性与娱乐性的公共文化需求偏多;城乡公共文化需求差异较大,呈现多层次、多样化的趋势;居民参与公共文化服务的热情很高,但是表达需求的意识较差;公共文化设施的利用水平和公共文化活动参与率较低,各市参与水平差距较大;居民对公共文化服务的丰富性、质量和便利性的满意度普遍不高,对整体状况的满意度也较低。

  (3)无论利用公共文化服务的客观评价指标还是主观评价指标进行分析,公共文化服务供给绩效水平都较低,各地区差距也较大,主要有五方面原因:一是公共文化服务供给水平低,不能满足居民的基本文化需求;二是公共文化服务民间力量缺失,供给主体单一化;三是公共文化服务供给中监督和激励机制缺失,极度偏好可观测的指标;四是居民文化需求不足、偏向低层次,还尚需培育;五是缺乏完善的公共文化服务供需对接机制。

  笔者建议,改善公共文化服务供给绩效必须多管齐下,采取多种措施,应主要从保障公共文化服务供给、关注与提升公共文化需求以及构筑科学完善的绩效评价体系这三个方面入手,包括建立公共文化财政支持制度、形成多方联动的公共文化供给机制、加强公共文化机构人员队伍建设、培育和引导较高层次的公共文化需求、关注公共文化需求提高有效供给率、增强公共文化需求表达的作用、构建多元评估主体和全面综合评价绩效。

  本文的创新之处在于:?同时利用硬性指标和软性指标实证分析与评价公共文化服务供给绩效,更能接近实际情况,也更具说服力;?指标评价标准值尽量采用国家级或省级文件中的规定,具有权威性和科学性,对于文件中没有规定的指标标准值或计划值,采用纵向比较和横向比较相结合的方法确定,起到奖优罚劣的作用。

  Abstract

  With the development of economy and the improvement of people's income, culturalconsumption demand of the residents in Hebei Province is growing, the demand of thecultural consumption condition especially public cultural consumption condition also isincreasing day by day. Creating better public cultural consumption conditions has become thefocus of government and society. In recent years, the Hebei provincial government increasedinvestment and supply of public cultural infrastructure and related services. Public culturalservices plays an irreplaceable role in meeting the basic cultural demand and cultivatinghigher level demand, however, the problem that public cultural services supply cannot meetdemand is still severe.In order torealize the effective docking of public cultural service supplyand demand, expand and guide the residents' culture consumption demand and boosteconomic development and structural transformation, it is necessary to study the performanceof the public cultural services supplyin Hebei Province, discover the problems existing in thesupply process, find countermeasures to improve the performance of public cultural servicessupply.

  The paper builds the theoretical basis of this article on the basis of the optimal providepublic goods theory, the “government failure” theory, new public management theory and newpublic service theory firstly.And then through the analysis of the value orientation, content,basic dimensions for the evaluation and the basic principle that selecting indicators shouldfollow, construct the performance evaluation system for the public cultural services supply;then establish the evaluation model by comprehensive evaluation method on the basis ofdetermining the standard values of indicators, scoring method and all kinds of indexweight.The article focus on the analysis for the performance of public cultural services supplyin Hebei Province by model, analyses the supply of public cultural services from theperspective of the government investment, operation mechanism and development scale,analyzes public cultural service requirements of residents from two angles-public culturaldemand preferences and public cultural services satisfaction , further synthesize theperformance level of public cultural services supply, and the reason for the inefficientsupply.The study finds that:

  (1)In the aspect of public cultural services supply, government spending and scale ofdevelopment are on the rise , but still at a low level, operation mechanism is not perfect, levelof public cultural services supply is imbalance among regions.

  (2)In the aspect of public cultural services demand, residents' cultural spending level islow, leisurely and recreational demand of public culture is more, the difference of urban andrural public cultural demand are larger, public cultural demand presents the tendency ofmultilevel and diversification. Residents have very high enthusiasm to participate publiccultural service, but their consciousness of expressing cultural demand is poor, the utilizationlevel of public cultural facilities and the participation rate of public cultural activity is low, thegap of participation level between cities isbig. Residents satisfaction for the abundance ,quality and convenience of public cultural services generally is not high, satisfaction for theoverall situation of is low.

  (3)Whether use objective evaluation indicators and subjective evaluationindicators ofpublic cultural services to analyze,the performance level of public cultural services supply arelow and the regional difference is also bigger, there are mainly five reasons: to begin with,level of public cultural services supply is low, can't meet the basic cultural demand ofresidents; secondly, lack of public cultural services folk strength, supply subject simplification;thirdly, lack of supervision and incentive mechanism in the process of public cultural servicessupply, extremely prefer observable indicator; Fourthly,cultural demand of the resident arebiased toward to low level, also still need to be cultivated; Fifthly, lack of perfect publiccultural service supply and demand docking mechanism.

  The author suggest that to improve the performance of public cultural services supplymust be multi-pronged, take various measures, that we can do from three aspects: ensure thesupply of public cultural services, focus attention on and promote the public cultural demand,and build scientific and perfect performance appraisal system, including establish publiccultural financial support system, form multivariate supply mechanism of public culturalservice, strengthen the construction of public cultural services team, nurture and guide thehigher level of public cultural demand, focus on the demand of public culture and increase therate of effective supply, and enhance the effect of public cultural demand expression, buildmultivariate evaluation subject, evaluate performance comprehensively.

  In this paper, the innovation lies in: ?making use of hard data and soft data at the sametime to evaluate the performance of public cultural services supply, so it is more close toactual situation and more convincing; ?It is authoritative and scientific that Index evaluationstandard adopt the stipulations in the national or provincial file as far as possible, that indexwhose evaluation standard are not stipulated criteria values or planned value in the file get thestandard value by the combination of vertical comparison and horizontal comparisonmethod,which can play role of rewarding the good and punishing the bad.
