摘 要
随着我国改革开放的不断深入,中小企业作为县域经济发展的重要力量,在国民经济中的地位和作用日益凸显。中小企业不仅是国民经济持续稳定增长的重要支点、地方财政的重要财源,也是创造就业机会、维护地方社会稳定的有力保障。国家越来越重视中小企业发展,近年来,连续配套出台了一系列制度办法,要求大力促进中小企业健康稳定发展。同时,快速发展的中小企业对融资的需求越来越旺盛,并且对金融服务的需求也越来越多样化。河北农村信用社作为农村金融阵地的主力军,对中小企业金融支持力度虽然居于全省各家金融机构首位,但事实表明,中小企业融资缺口还很大,河北省农村信用社在支持中小企业金融服务方面还存在一些问题。如何进一步提升农信社对中小企业综合金融服务的能力和水平,促进中小企业更好更快发展,仍是当前及今后河北省联社以及社会各界关注的焦点。
本文在国内外学者研究的基础上充分结合河北农信社实际,从中小企业金融服务的理论概念入手,指出中小企业金融服务不能单单等同于中小企业贷款,中小企业金融服务要以客户为导向,上升到“综合金融服务”的高度。其次,分析和总结河北省农信社中小企业金融服务的现状,指出存在的主要问题,并对产生问题的原因进行梳理。再次对支持中小企业发展方面有较好成效的外省、市两家农信机构的经验进行剖析,并得出启示。最后,站在省联社角度,提出全省农信社加强中小企业金融服务的整体对策,即深化省、市、县三级法人的体制改革,理顺产权关系;制定整体战略规划,确定发展目标;重塑组织架构,树立以客户为中心的经营理念,另外对如何优化外部环境提出建议。通过本文的研究期待可以为河北农村信用社更好地支持中小企业金融服务提供参考。

Abstract
With the deepening of the reform and opening up in China, the small and medium-sizedenterprises have developed rapidly and become an important force to boost the growth ofnational economy in modern socialist market economy in China. Medium-sized enterprisesplay a very important role in stabilizing the national economy and local finance and promotejob opportunity to the stability of the society. In recent years, they have made great progressunder the series of supporting instruction regulations. The Rural Credit Cooperative of Hebeiis main force in rural financial market to enhance the financial services for small andmedium-sized enterprises all the time. However, there are still some financial problemsamong the small and medium-sized enterprise under the current complex economic andfinancial situation. We should focus on how to further optimize the financial services forsmall and medium-sized enterprise to promote their economic development.
This research scholars at home and abroad on the basis of fully considering the reality ofHebei Rural Credit Cooperatives, from the theoretical concept of small business financialservices, and points out that small and medium-sized enterprise financial services not onlyequal to small and medium-sized enterprise loan, small and medium-sized enterprisefinancial services to customer oriented, rose to the height of the “comprehensive financialservices”. Secondly, it analyzes and summarizes the current situation of small andmedium-sized enterprise financial services of rural credit cooperatives in Hebei province,points out the main problems and the causes. Once again it analyzes the experience of itsinstitutions, better support for small and medium-sized enterprises from other provinces, anddraw inspiration. Finally, standing on the perspective of provincial association, the authoroffers overall countermeasures for Rural Credit Cooperatives to strengthen financial servicesto the small and medium-sized enterprise. We have to deepen the reform of the relationshipamong counties, cities and county and the relationship between property rights. Overallstrategic planning should be proceeded to determine the development goals. And we need toreshape the organizational structure in order to establish customer-focused businessphilosophy and puts forward suggestions on how to optimize the external environment. Welook forward to provide useful suggestions to Hebei Rural Credit Cooperatives for betterfinancial services to small and medium-sized enterprises through the study.
