潍坊地区农业标准化推广问题与对策探究

　　随着世界经济一体化发展和我国加入 WTO,我国农业发展面临着新的机遇和挑战。近年来，农业标准化在我国得到了快速广泛的开展，并取得了一定的成绩和效果，但是我国的农业标准化与国外相比还存在较大差距，在推广应用过程中还存在一定问题，制约了我国农业的可持续发展。因此现阶段实施农业标准化，对于提高农产品质量和市场竞争力，实现农业产业的可持续发展具有十分重要的意义。

　　本文针对当前我国农业面临的机遇与挑战，在总结研究农业标准化基本理论的基础上，对潍坊市农业标准化推广现状进行调查分析，进而分析潍坊市农业标准化推广中存在问题与制约因素，并提出推进潍坊市农业标准化推广的对策措施，从而进一步提高农产品质量推动潍坊市农业向更高水平发展。

　　首先，本文对潍坊市农业标准化现状进行了分析。从农业标准化制度建设、监督检测能力建设、农业基地建设、农产品质量认证四个方面对潍坊市农业标准化发展现状进行分析，并从农产品加工企业、农民和消费者三个层面对潍坊市农业标准化推广发展情况进行调查分析。

　　其次，本文结合调查情况，找出了影响潍坊市农业标准化发展的制约因素。总结出七大制约因素：土地分散经营，难以形成规模；农业标准化体系不健全；农民素质不高；农业标准化监管力度不够；农业标准化宣传力度不够；农业标准化投入不足；农业标准化市场的制约。

　　最后，本文提出了推进潍坊市农业标准化发展的对策建议。针对潍坊市农业标准化发展的制约因素，本文提出相应的对策建议：大力发展农业产业化，形成规模生产；加快完善农业标准化体系；建立农业标准化推广网络和管理体系；大力开展农业标准的宣传力度，提高农民意识和素质；加大标准化资金投入和政策扶持力度；建立健全标准化检测体系；实行农产品市场准入制度。

　　Abstract

　　With the development of world economic integration and China's accession to WTO, thedevelopment of agriculture is facing new opportunities and challenges. In recent years, theagricultural standardization in China has been fast development and made good effect. Butcompared with foreign countries, agricultural standardization in China has a large gap. Thereare still some problems in the application process to restrict the sustainable development ofagriculture. Therefore, the implementation of agricultural standardization is very important toimprove the quality and competitiveness of agricultural products and realizethe sustainable development of agriculture industry.

　　In view of the opportunities and challenges facing China's agriculture, summarizing thebasic theories of agricultural standards, the paper investigates popularization of agriculturalstandardization in Weifang, analyzes the existing problems and restricting factorsin agricultural standardization, and puts forward the Countermeasures forpromoting agricultural standardization, to promote agriculture to higher level.

　　Firstly, the paper analyzes the present situation of agricultural standardization inWeifang city. The paper carries on the analysis to the current situation of the developmentof agriculture standardization of Weifang city from four aspects of agriculturalstandardization system construction, supervision and inspection capacitybuilding, construction of agricultural base, quality certification of agricultural products. Andthe paper analyzes the promotion of agricultural standardization from the agriculturalproducts processing enterprises, farmers and consumers.

　　Secondly, according to the investigation, the paper finds out the factors which affectthe development of agricultural standardization of Weifang city. The paper summarizesseven factors: scattered land management leading to non-scale; agriculturalstandardization system is not perfect; farmers' quality is not high; the supervision ofagricultural standardization is not enough; agricultural standardization propaganda is notenough; agricultural standardization investment is insufficient; the restricts of agriculturalstandardization market system.

　　Finally, the paper puts forward some countermeasures and suggestions on promoting agricultural standardization development in Weifang city. According to the restricting factors ofWeifang agricultural standardization, the paper puts forward the corresponding countermeasures and suggestions: develop agriculture industrialization and form the scale of production; improve of agricultural standardization system; establish agricultural standardization promotion network and management system; carry out agricultural standard propaganda, increase farmers' awareness and quality standards; increase of capital investment and policy support; establish and perfect the standard detection system; implement the market access system of agricultural products.
