我国政府决策咨询机构优化建设研究

　　摘要

　　加强重大决策专家咨询工作，是坚持科学发展观的基本要求和实现决策科学化、民主化的重要内容。加强重大决策咨询工作，对于正确履行政府工作职能，提高政府工作效率，都有着十分重要的意义。

　　本文通过研究我国政府决策咨询机构建设现状及其功能发挥，着重关注我国政府决策咨询机构功能发挥不足的体制性影响因素，分析得出政府的决策咨询机构作用发挥受限的表现和原因，主要是：决策制度和程序不科学、不完善；决策咨询机构的建设不够成熟；决策参与主体素质、能力不强等。本文以此分析结论为基础，提出具有针对性的改进我国政府决策咨询机构功能发挥不足问题的建议，如：牢固树立科学执政的理念，重视咨询机构建设；建立政府决策专家咨询制度法制体系；建立健全并不断完善政府决策咨询机构系统，促进咨询行业的产业化发展；建立咨询机构功能有效发挥的机制保障，整合咨询机构智囊资源促进功能优势发挥，保障咨询机构独立性机制，保障咨询机构激励机制，保障咨询机构权益机制，并积极探索建设公共决策体制结构等。

　　Abstract

　　Strengthen the major decision-making expert consulting work,adhere to thescientific outlook on development is the basic request,is the important content ofrealizing scientific and democratic decision-making. Strengthen the majordecision-making consultation work,to further transform government functions, improvethe government decision-making mechanism and correct performance of the governmentworking function, improve the efficiency of government work,has the very vitalsignificance.

　　Through the study of decision-making advisory status quo as well as theconstruction of the functioning of government institutions, focusing on thedecision-making advisory body to the functioning of our government's lack of factors,especially the impact of institutional factors,the analysis of the role of governmentdecisions come to play an advisory body with limited performance and causes.Think it'smainly by inadequate scientific decision-making systems and procedures,decision-making advisory body building is not mature enough, the quality of thedecision-making body involved in issues that affect the operation of the advisory body tothe practical problems and other factors.

　　The influence of such factors as And based on this,advances the targetedimprovement Suggestions: （1） solid build up the idea of scientific ruling and attachesgreat importance to the construction consultancy; （2） to establish a governmentdecision-making expert consulting system legal system; （3） to build perfect municipalgovernment decision-making consultation organization system, promote theindustrialization of consulting,promote the building of modern decision-makingconsultation agencies; （4） to establish effective consultancy function mechanism,integration of consultants think-tank resources advantage to promote function, securityconsultants independence mechanism, security consultancy, incentive mechanism,consultancy, rights and interests protection mechanism, and actively explore theconstruction of public decision-making system structure.
