摘要
自 2006 年在北京中关村科技园区建立股份转让系统试点以来，新三板市场经过了近十年的发展与考验，目前已扩容至全国范围。这一资本市场制度的创新之举，为当今复杂经济环境下，融资问题日益凸显的科技型中小企业带来了福音。
梳理吉林省科技型中小企业利用新三板融资的影响因素和参与主体，构建吉林省科技型中小企业利用新三板融资的促进机制，对于缓解吉林省科技型中小企业融资压力，促进其发展具有重要作用。
为助推吉林省科技型中小企业挂牌新三板，本文首先对新三板市场发展现状和对科技型中小企业融资环境的影响进行分析，总结国内外新三板市场发展的经验，并考察吉林省科技型中小企业融资现状及对新三板市场利用情况，综合分析科技型中小企业利用新三板融资的内外部影响因素后，在梳理科技型中小企业挂牌新三板流程及参与主体的基础上，提出了吉林省科技型中小企业利用新三板融资的促进机制和各参与主体的运行模式，各主体之间相互协同，共同助力吉林省科技型中小企业成功挂牌新三板市场，并最终构建吉林省科技型中小企业新三板融资支持平台，以更有效地发挥各主体的功能。
在分析吉林省科技型中小企业利用新三板融资的促进机制的基础上，本文针对各参与主体提出了改进建议。监管支持机构应加快新三板市场的建设拓宽投资主体、健全法律体系、对新三板分层管理、加强对新三板市场的监管；地方政府应提供政策支持、加强组织领导、建立后备企业资源库、搭建新三板服务平台；中介机构应增强积极性与专业性、提高服务质量；科技型中小企业需合理规划，完善法人治理结构、组织结构及内部控制机制，建立和完善财务制度。

Abstract
Since 2006,the share transfer system pilot was established in Zhongguancunscience and technology park in Beijing, the new three board market has experienceddevelopment and testing for nearly ten years, and now it has expanded to the wholecountry. This innovation of the capital market system brings gospel to scientific andtechnological small and mid-sized enterprises which facing growing financingproblem under today's complex economic environment. Combing influence factorsand participants when scientific and technological SMEs in Jilin province using thenew three board market, and then building promote mechanism, will play animportant role in alleviating the financing pressure of the scientific and technologicalsmall and medium-sized enterprise in Jilin province and promoting its development.
To boost SMEs in Jilin province list on the new three board, in this paper, weanalyze the current situation of the development of the new three board market andthe influence it makes to the financing environment of small and mid-sized enterprisefirstly, summarize development experience of the new three board market at homeand abroad, study the financing present situation of SMEs in Jilin province and itsutilization of new three board market, and then comprehensive analysis internal andexternal effective factors on SMEs using new three board, list the process SMEcarding on the new three board, find out participator in this process, on the basis of allabove, we raise the financing mechanism which will promote the using of the newthree board for scientific and technological SME in Jilin province. In this mechanism,every participator should cooperate with each other, help scientific and technologicalSME in Jilin province list on the new three board successfully.
Based on the analysis of the financing mechanism which will promote the using ofthe new three board for scientific and technological SME in Jilin province,this paperputs forward some improvement suggestions for each participation main body.
Regulatory support institutions should accelerate the construction of the new thirdmarket, broaden the investment subject, improve the legal system, strengthen themanagement and the supervision of the new three board. Local governments shouldprovide policy support, strengthen organizational leadership, establish enterpriseresource reserve base, build a new three board service platform. Intermediaryinstitutions should enhance the enthusiasm and professionalism, improve the qualityof service. Small and mid-sized enterprises need to reasonable planning, improve theoperation, establish and perfect the financial system.
